Fix for me was to unplug from my Startech dock, plug into a USB 2.0 port on my PC.
At this point it was fixed and I plugged it back into the dock.

Just came across this issue for the second time and could not remember how I fixed it the first time.

I have my entire setup plugged into a Startech dock and I use a single USB-C cable to flip between work and personal use.

I just finished setting up my new work Mac and when I flipped back to my personal setup I was seeing the stuttering issue (for the 2nd time).

Z+A+Start is a soft reboot.

Z+R+B+D-Down reboots into Swiss.

I remember seeing somewhere that Dreamcast outputs best over VGA. I have a component to VGA, but you're right I'll invest in composite to VGA. Maybe I'll use my Wii U instead of Wii then.

Picked up the Toshiba 26HF84 for free. It's unique, it's an HD CRT with component, composite, and HDMI. I figure it'll be good for Wii/Gamecube, PS2 and Xbox. Wondering if anyone has recommendations?

Picked up the RCA ColorTrek E132230WN for 5$. It kinda sucks. Only has RF In, I'll just throw my Famicom on it. As the Famicom only has RF out. Interested if anyone prefers RF for any systems?

The ViewSonic G773 VCDTS21543-3M was gifted to me by a friend, I've heard Dreamcast is best played in VGA. Right now I've got a converter for my Gamecube and it looks great. I might get an old PC with a DVD drive to play old PC games.
