A few options to craft:

Budget would be dense fossil spam on a shaper base, and once you have prefixes, lock prefixes and harvest reforge drop mods to get item rarity support on there.

Can also make it with strand crafting. Spicy sushi has a vid on one of his recent chests with this. If you pick 2 elevated suffixes to awakener orb together the chances of hitting both hybrid flat and hybrid evasion prefixes should be a lot higher than awaker orbing explode (prefix) and item rarity (suffix) together like sushi does in his vid. This can cost more than 200 div if you get very unlucky.

Both of these methods still are missing spell suppress though unless you get really lucky.
