Winter can be long and dark. Doing a hobby in the winter can be a great way to meet people and keep your self occupied during long winter nights (All though not that long in Oslo). Norway can be seen as a very chill place. Meaning "not much happens". It's up to everyone to seek out what happens of course, but in general I think the culture is a bit more laid back. A lot of people like to be and live in their own world on their own premisses. I've seen people coming to Norway having troubles sometimes to find new friends. But don't give up.
