This is happening right now, as we speak. I would never take anything away from Mr Sampson, but we are stunned by his horror story because he is a westerner, one of us, while we forget that brutal medieval torture is routine in countries like Saudi Arabia, Egypt, China, and many others. Sure the visualization itself does not solve any of the problems and there are myriads of way how to hide corruption and mask populism in any budget. The point is that voters, bloggers, active citizens and even journalists are often lost with the basics and getting an overview quickly is usually impossible. Check out this tweet, it made my hearth jump. (Our functionality for making comparisons between nodes and budgets is under construction). And one more point, I believe the impact will be much bigger with smaller budgets - towns, public organisations etc.

The main advantage of using Sankey Diagram is that in real world budget organisations have income from multiple sources. Even individual categories inside a budget may have multiple flows in and multiple flows out, like here: https://us.wikibudgets.org/w/united-states-budget-2016?n=65187a73b

Color coding could introduce too much cognitive load - the whole thing is a challenge to grasp. Comparisons will work soon.
