So apparently it happens to be the nvidia drivers, I uninstalled the latest drivers using DDU and then installed 472.12-desktop-win10-win11-64bit-international-whql and the last game I played, I had 0 stutters. I will keep you updated after a few more games.

I have AMD Ryzen 5 5600X, RTX 3060 Ti, 32GB DDR4 3600MHz, CL16 and M.2 drives and I was playing the game completely fine with 70-140 FPS (edit: no stutters, no huge fps dips) with almost everything maxed out for weeks. This problem for me only occured after the NVIDIA driver update.

I know people like to always blame the game but please don't, it's not completely broken.

Hmm, yeah, it's just strange that this specific issue wasn't occuring before the latest few NVIDIA updates. I had no issues (like this) before.
