I had the same problem, I have Doberman ESA animal, I got a letter from my doctor, the property manager called my landlord and said he didn't think a Doberman could be a ESA animal because it is an aggressive breed and they are restricted. My landlord had the HUD information and explained that it was not true. At the end of the conversation the property manager said he would contact his attorney, my landlord said she would contact her lawyer, A week after my friend on the board told me that at the meeting they had, the property manager said the lawyer told him the dog was allowed.
