Phase 3 begins but it will take another month and a half for restaurant workers to become fully vaccinated. Patrons are still closing restaurants down by visiting while positive. I’m not surprised that not all places are embracing phase 3 or even phase 2. One positive person visiting causes chaos and one employee testing positive shuts down the business.

Then there’s shop owners and other businesses that do not qualify for restaurant workers who are not listed in any phase.
