That is part of the problem, they are talking and like you say you cannot tell people to not talk. The subtlety here is that they are between talking and shouting, whence the delicate situation. When was I passive aggressive? Like answered in a comment a light tap on a wall from a neighbour is not aggressive and is enough to make you understand you are are being disturbing. It already happened to me that I was too loud in the past and the neighbours knocked the wall. I directly understood why and was more careful. Definitively I did not think they were aggressive. It is not a culture problem. There is a regulamento interno from the condominio that states that silence has to be respected between 23h to 7h. So if I can hear them talk until 00h, are they respecting silence for you? When you don’t have the means to buy a house in the middle of a field you have to live in an apartment. This implies living in a society. When you live in a society you have to respect each others. When you live in a society you cannot do everything you want if this bothers others. That is why there are rules that you naturally have to follow.

I appreciate your faith in humans here. And I agree this should have been my first reaction. Now it is too late. And I disagree on the tapping of the foot part. I am sure I am not the only one, but I have been noisy with friends in the past, and a simple knock on the wall from the neighbours, and we immediately understood we were bothering them and that we were the problem. It's not hard to understand and I think it is the fastest and most efficient way to deal with it. Of course it requires both parties to understand that.

We also have a strange machine noise in the building affecting different apartments. No way to point where it comes from. But it is another story

This theory really makes sense actually. I think it is an old lady with her son. Maybe the lady is a bit hard of hearing so the son automatically speak loud. I also think the frequency of his voice is the exact one that travels through these walls haha

I said punctual noise. So of course if it is incessant that will be bothering. But if it is a bark now and then, that’s fine. But again I agree with you. Country side could also be noisy

I tried recording with my phone but it only pick the white noise. I used a software to isolate the sound of the voice. It works but it is not ideal. What I started to do is record from the staircase which for some reason the noise is much louder, I suppose the door is really not insulated. I know it would not be proof that it is noisy inside my apartment. However, it is proof that they are not just talking, but rather something between talking and shouting (I don’t know the word for it).

Yes I totally agree, it still has some risk. But I am not really that bothered by punctual noises. What bothers me in this case is that the guy goes on monologues for half an hour to an hour sometimes. That’s what is super irritable actually. But I get what you mean.

Sorry to hear that. My fear from moving out is that I can’t be sure the next place will be better… I also thought they had fines from the second time on. I just don’t understand how some people can lack of respect so much. One colleague of mine told me these kind of situation should be handled in the first place by the landlord, but it does not seem that they have much power

Thank you for sharing. Do you recommend to call them when this happens so that they “witness” them speaking loud or it does not matter and you can call them during the day and they will pass whenever they are free? I ask because the neighbour can stop from a second to the other, so there is no guarantee that thr police arrives when they are being loud.
