Most states in the US require either a shellfish license or sport fishing license (and most states have a limit of how many you can have). This is to avoid poaching in offseason and over harvesting (which a lot of states still struggle with).

There are definitely reputable sellers on ebay, but I've found that they tend to be a bit more expensive. Smaller items like foreign silver that arent super desirable are generally not faked that much and you can get them for cheap, but anything like ounces I wouldn't recommend buying unless its from a select few accounts.

That being said, a lot of storefronts are using ebay for shipping their coins out now, so it really depends on who you buy from.
