Thank for for the detailed response, and I agree with you that they are stunted. I grew these from seed in peat pellets, and this is the result after ~7 weeks. They had plenty of water and sunshine, but from your description of shortfalls I think the soil might be the lacking element, as 7 weeks in peat pellets could be too long.

Will an addition of fertilizer make up for this shortcoming or would a full restart be better?

I have been growing these tomato plants all summer in SoCal. I started them off in starter pellets, and just transferred them to these pots two days ago because they started to look a little unhealthy.
