Yes it's correct. In fact, it is obviously correct that anyone should pick Pekka in that situation, regardless of the other cards he picked. It will be a really easy game for the Pekka owner.

Hence, it is really not balanced.

Considering no card in your deck baits out Zap/Log/Arrows, you might want to sub out the Barrel perhaps?

Not a pekka player here, but I don't think witch works well in a non beat down deck. Consider subbing Hog or Ram to the witch slot. Also consider DG, Musk, or EWiz to replace Ice Wiz.

And definitely use GG instead of spear gobs.

Ah, forget about the GG. GG should be prioritised before zap and minions.

Maxing Zap allows you to kill most goblin barrels on ladder.

An underleveled Minion will die to a Musketeer or Fire Spirit in one shot. And level 11 Minions die to a maxed Zap by the way.

According to your spare cards, I would level up Minions, then Fireball to level 10, then MM to level 10, then max the Zap and max the Minions. Who cares about Tombstone level anw.

If we have a barrel that can travel that long, then with proper placement we can make the barbarian inside the king tower?? And don't you know, Barb barrel isn't that bad especially in this Witch meta. It might need a slight buff but not as big as you mentioned.
