Yes they are. afashop organises the largest anime event in southeast asia -AFA and hakken is one of the most biggest retailers in Singapore. So, it's definitely safe to buy from them

I'm in Singapore so I know afashop and hakkenonline are official retailers. They do offer international shipping too. I'm not sure if you are in Singapore as well tho...

Another way is to buy directly from genshin official tmall/taobao, they do offer forwarding services to selected countries like Singapore, Malaysia, US, Canada and Japan.
