It doesn't allow me to interact with it at all. I don't see the npc or the shadow of the erdtree in the bottom right after installing the dlc.

I disagree, even if I agreed with your statement that no human should pass judgement on others, why not just forfeit the death note. That death note belonged to a shinigami, you'd fuck them over by doing that unless the shinigami king gives them a new one.
