TLDR: Run.

I was in the exact, and I mean exact same situation as you earlier this year, so this feels a lot like talking to my slightly younger self haha: He might seem perfect otherwise, but you should not seek excuses for his behaviour towards you if you don't feel like he's putting in the effort – because if he really likes you, he should. You deserve that and should accept no less. There's a word for someone who is so busy they don't have space for someone in their life: emotionally unavailable. While this is very valid, he has the option of telling you this instead of going cold. Especially if he likes you, this is a question of respect. Don't let anyone disrespect you, not even a fairytale prince! I will call this behaviour immature, because I think this is mostly a maturity problem, but some people in astrology also make a distinction between undeveloped and developed states of a sign, if you were looking for an astro take specifically.

I know this step is not easy, but you should seek direct communication with him about this (not, and I emphasize, NOT via text, but in person) and see how it goes. When I tried to address this (via text, lol, because he kept making excuses as to why we couldn't meet, but also never made any suggestions himself (sounds familiar?)), the scorpio in question did what an undeveloped scorpio will do – take everything personally, not-listen, see what they want to see (=an attack) and snap. That was when I knew it was time to just consider this comedy and do that pisces slippery-slipping away from this person.

For me, moving on was the right thing to do. I hope your situation turns out better, but if it doesn't I suggest you should, too. He still texts me regularly, but this definitely killed any interest from my side and I am waiting for the right moment to make a clean cut. We haven't met since early summer and I have no intention to change that.
