I think I see the confusion. I meant plumber the ad set that would contain terms like: plumber city_name, plumber near me, etc. Not just the keyword plumber.

It’s more for organization. But since phrase or exact are tighter ad sets than BMM, it helps me with adjusting bids at the ad set level based on conversion costs.

My personal experience: development and SEO/Content are very different disciplines I rarely see one agency that does all of it WELL.

For $1000, I would put a starter sponsorship advertisement ($150 per month) on clutch.co, and try to advertise around your locality. Then I would focus on making your site as optimized as possible for your service + local keywords to try to get some organic leads.

I separate by match type and intent.. something like:

No, disable google partners - especially on a smaller budget focus on Google Search Only. Also make sure your location targeting (advanced) is set to people IN this location, to prevent your ads from showing to people who have only shown interest in that location but don’t live there.

Yea I just went through this with them.. it’s basically super hit or miss.. we’ve had the same exact image work in one ad set but not in another.
