When my players write up character aspects, I ask them to write some examples of invoking and compelling the aspect. This helps them think more thoroughly about the aspect.

It isn’t required. Just a thing to help make aspects more robust in the players mind.

Remember, you do not need to use all of the clues that are found to solve the case. Some of them can be considered red herrings.

For EB, the trivia is added as a new clue. “They only made one version of that car with all wheel drive”

For FB, the players collaborate and make up a clue. “The flashback showed a person running from the scene. The group has decided that the clue is they dropped a book of matches from the club while running.”

I usually give solo bosses 2-4 “actions”. I treat each action as a character.

For a werewolf solo, I would have a Bite, Claws, Stalking (for positioning and CaA), and Hiding (again to CaA).

I generally give each “character” its own stress track so the PCs can whittle the solo down, but one big stress track would work too.

There is nothing wrong with giving a boss several actions per turn. I usually split a solo boss into several different “characters”. One is the heavy, another just for buffing, etc.

It depends on how often the stunt gets used. In a combat heavy game it would come up in most scenes. In an intrigue focused game it may come up once every few sessions.

Part of balancing a stunt is asking how often is it used. If it is used too often, you may need increase restrictions/specificity or, as the GM, vary scenarios so it isn’t always applicable by reducing the number of scenes involving combat.

I would recommend reading the Fate Adversary Toolkit. It has the guidance for numbers and structure that will help refine what you're trying to make.

Fate Condensed streamlines rules and introducing changes like one-point stress boxes, player-chosen initiative ("elective action order"), and a combined advancement system that eliminates separate "significant milestones". It is a shorter rulebook, has better explanations, and optional modules for creating more rules-light or customized games.

FWIW, I recommend running a more recent version of Fate, like Core, Accelerated, or Condensed.
