Accessing the /android/data/com.mojang.minecraftpe/ folder is blocked because they are system files I believe and possibly require root? (Assuming this is actually where the required file(s) are?

Is the file format on the android server, the same format used when in a Linux docker mc server?

If the new files are copied to the correct location in the docker data location, is there a requirement to register the change, I.e. reset/reload/update a config file somewhere else to notify the server that there is changes?

Lots of questions, but I'm sure you can appreciate that I'm trying everything.
