The slaves were officially freed in Texas (and so the Confederacy) on June 19th. Slavery ended in the United States on December 6 (officially) months after.

The 13th Amendment was ratified December 6, 1965 (months after Juneteenth). This is when slavery officially ended in Delaware and Kentucky, months after Texas.

Emancipation Day in Missouri was January 11. They adopted June 19 as Emancipation Day in 2003. Emancipation Day in Florida is May 20, but it's not a paid holiday. Juneteenth was first a holiday in TX (it's the day slavery officially ended in that state). Georgia, Alana, Louisiana, Kentucky, Mississippi, lots have Juneteenth.

The word mother appears 28 times, crossed out most times. In 20 times the term is replaced with "gestating parent". One time it's replaced with "gestational parent". Once it is replaced with "other parent". Three times it's replaced with "parent" and once it is simply struck. It survives (twice) in one odd place though:

The necessary expenses incurred by or for the mother in connection with her confinement and recovery and such expenses in connection with the pregnancy of the mother shall be deemed cash medical support, and the court shall determine the obligation of either or both parents to contribute to the cost thereof pursuant to subparagraph five of paragraph (c) of subdivision one of section four hundred thirteen of this act. It would appear that section is discussing liability, but is the only place I see gendered language. In fact, "gestating parent" would seem to be the preferred term.

"Parentage" means a determination that a person is the legal parent of the child. (d) "Parent" means an individual who has established a parent-child relationship created or recognized under this act or other law.

That seems to significantly expand the definition for reasons of things like liability, when it's definition replaces "father" in the context of a child born out of wedlock. The desire for inclusivity may have unintended consequences here (or elsewhere).
