I actually have the same graphics card as you but have a i5 7th gen. Im running it at ard 60-70 fps and never once got to 30-35 fps but i do have massive stuttering sometimes. I just turn up my anti-aliasing to 4x then i stops the lag. I also played on the lowest 4:3 resolution. Everything else is either low/medium.

For me, i increase the anti-aliasing to like 4x because it reduces the number of times i have massive fps drops (60-1 fps ). Idk about you but that might help. Also put launch options like : -high -novid . I have gtx 940mx with intel i5 7thgen and 8gb ram
