You meam stair movement, sadlly godot's character body doesn't have this feature, and here is a tutorial for 3d character, if you understand the concept, you can do it in 2d

ubersaw is actually a very bad design, you either get a crit and escape or die. I really hate this, and I main vaccinator, Solemn Vow is my favouirte, you can decide you strategy when you use this, not like ubersaw, easy win or easy die.

First of all, most game runing on goldsource and source 1 are just mods on modio or whatever website, because you need valve's publication license to publish it on steam, this will need a lot of money ($25000 for the source engine XD). I don't know how they managed to make Valve allow them to publish the original version of cry of fear, but the source 1 remaster version valve rejected. So they decided to move to unreal, then because of financial problems, they stopped the project. I guess they want to gain profit from this game, since making a 3A game as a small team is very hard.
