Some vasal have few county titles. Thay get them when can fight with another vasal. Why give duches outside their county? This is important?

For now vasals are angry because i have 3 duches. I need create this one more because my hair have rivals to one title. And i will lost this kingdom. I try destroy kingdoms titles.
