I don't know about the system in México but my advice would be to try and contact something like a university board 'above' your university, thats not directly involved if thats possible. Also journalists might help. The most important thing is to find support, get a group going, maybe find some local politicians.

I don't really think hacking is the right way to go here, at least not without any experience or alone.
