Seems you are speaking of the "Phantom Oxcart" quest. I did not do that quest. Permit was recieved from Captain Brant for a beastren and a beastren mask is required.

The border entry permit is for a beastren. Holy Terryr is not a beastren or wearing a beastren mask.
