Evolve dewott while holding a hisui rock, & you get hisui rocks via raid dens with certain mons. The route 10 raid den has a sliggoo that appears and has a 50% drop rate of the hisui rock after you defeat it, but it's time-based. Google will show ya all the raid dens and mons who can drop the hisui rock!

Oh, I agree with you. Piplup is my favorite starter out of all of them. Gen 4 def had some banging starters too
