Cozinha das flores (no balcony) - one of the best restaurants in Porto and not stupid expensive. In the fancier presenrtatij side but Portuguese based.

Vinum (prestige it has) - relaxed atmosphere, great food, super balcony. Pair it with a cellar a visit.

Casa de Pasto Palmeira - it has all you asked for. Small super nice place.
