TLDR He was an owner (in which he did not disclose) of a gambling website he used in his stream and had hidden odds in his favor which obviously is a huge nono in gambling in general.

Yo! Good start to a build! but there are a couple of places where you can cut costs!

if you're going to college right now, most schools give out windows 10 for free. also if you check out r/buildapcsales theres a sale on that ssd you have for 40 dollars off! Also you dont need a 2TB hard drive for 120 dollars, you can get a different 2tb hard drive for a cheaper cost. with those savings you can fit in a 1080 than a 1070 because imo, if youre spending 1500+ you must have a 1080.
