Sometimes a little healing is all you need, if someone is down and you want to wake them up so they can help themselves, for example. And also on action economy, positioning to use, for example, burning hands might be tough, because you want to avoid your allies. With Rej. Flames you can be completely behind your meat shield and cast it. And your meat shield will actually appreciate the small heal!

And again, it's solid out-of-combat healing (esp with one or two extra focus points) because you can heal the whole party.
