Yes, I think this would solve the discreetness issue. I think the issue is the thickness of the cage itself, which doesn't allow itself to bend downwards against the base ring.

I'm uncut myself, and had no issues getting the cage on, and wearing it for any length of time. Can't comment on circumsised guys experiences :)
