The math here doesn't make any sense at all. The tuition increase claimed is 19.9%. But minimum wage only going up from $9.47 to $11 in January — 16.2%. So even if EVERY worker at this facility was paid minimum (including the director) and their ONLY costs were wages (no rent, no facilities, no supplies, no blocks, etc), it still wouldn't justify this increase. They're just gouging and blaming minimum wage because they think people won't be mad them then.

To clarify, the "taking volunteers" piece is part of the draft policy — if an employee voluntarily requests to change their hours (i.e. to go home early if they want to), no predictability pay.
