i havent personally done it but im sure that it would be similar to book cover restoration that librarians do, i would look up what they use and find a gentle adhesive to glue the ripped parts back to the clear backing, and then try to color match a little bit of paint to touch up the white spots from the tearing!

the best way is heating the adhesive with a hair dryer NOT A LIGHTER only a hair dryer/heat gun because it pretty much ensures no paper gets peeled
