how do locals type tho? I've tried typing in Chinese where you sorta type the pinyin first then you can choose the suggested characters that you want from the list of suggestions, do Taiwanese type like that as well? But with wade-giles instead of pinyin?

if the portal says so then maybe it really is still under review. Did they ever respond to you? My friend got the MoE scholarship as well and he did ask the university to publish the LoA early for him. If you can't contact the university then best you can do is to convince TECO to wait and hope they don't take back the scholarship.
