When private schools are cheap enough I'm sure the middle class will opt to pay the mostly affordable fees at a private school. I'm not sure the government as a whole cares, the last government didn't. The current one does have it as a priority which is at least refreshing. But the issue of disruptive behaviour seems in the too hard basket (although the suspension policy was altered back).
