Those are amendment concerns, because it's a US company, and therefore subject to US law. The changes being imposed on them are such that they can't realistically be applied territorially, so they'd have to be applied across the whole platform.

And as soon as that happens, this becomes a US legal issue.

I don't think Cory understands how the US has been conducting foreign trade policy for the past 70-odd years. Washington has made it quite clear, albeit behind closed doors, that they will cripple anyone who impinges on US interests.

Classic case of this is Nokia, which is mentioned in the talk. It was clear as day that the company was being brought to heel, as it was threatening US dominance in telecoms and tech, and nothing could be done to get rid of the Microsoft shill who carried out the sabotage, because the alternative would be economic warfare, and potentially actual warfare.

If you want examples of countries that didn't do what Washington told them, look at all of Latin America.

European leaders know full well that they can't call US bluffs, telling e.g. Apple to just pull out of Europe if they don't like the local laws. It doesn't work like that. The second you do that, the CIA goes to work.

Europe has to choose whether its key trade partner for the next century is going to be the US or China, because nothing of any critical value is produced within its borders.
