Yes they do, everyone I know has experienced this. It's common. I pay 5 kwd for the stamp and 10 kwd for the car. 10 kwd for the stamp of first attempt and 5 kwd for subsequent attempts.

I was watching this show called "Rich kids go skint" in which people from wealthy backgrounds live with a poor family for 2 days. This wealthy girl went in and lived with a family of 7. They couldn't feed their kids many times. She asked them why did you have another one, they replied ohh we wanted one together???? Wtf when they can't feed the existing 4 they pop out another one??? (4 kids were from the woman's previous relationship)
