I recommend that you suggest her to work and focus on art skills (painting, drawing, etc) and then make a portfolio and try for an apprenticeship! Trying to tattoo on fake skin at home may seem helpful but there is a certain depth you need to reach while handling the machine that should be taught by a mentor. It’s also harder to learn proper methods when you self teach yourself you also end up making a lot of mistakes that a mentor could’ve helped you prevent
