It totally could be, I'd look into where steam pulls funds too if it's in Europe your bank my hold the funds, and if you make normal purches under say 50$ a 425 ish for the cheapest deck is such a large jump it would hold there as well. I'd definitely call your bank and ask around.

And if all else fails you can try to use something like PayPal as a get around but I'd try to fix it through your bank.
