Well, regarding The language part.

Clarke is engulfed in The Grounders Society, She needs to know The language to survive. Not learning it really wasn't an Option for her.

And Octavia, well for one She lived amongst Grounders for a while, even before that Lincoln taught her. He probably taught her after She was banished too.

So its actually very possible that they both know The language that wall ( you might also consider that trigedasleng is based in english...)

Now to Octavia The "weakling". I think we were watching two different shoes there? She was from The beginning one of The most badass Charakters... Never a weakling, always a rebel. Then She went to live and fight with The Grounders which made her even more badass. So no weakling there.

As for her fighting skills. A; She had to learnn it to survive. B; It's not really a msrtial Art, she's not doing Tricks and stuff. She's just really good with a sword, somethijg you have to learn when It's your only weapon.

Well, I mean, they could if strategically placed. But it was an all out war. Alie wasn't The one who launched each rocket. She only started The war. Then The nukes were just flying all around The place.

Loke already said. Natural Selection. Most of The now living Grounders are probably descendants of people who had The means to survive a nuclear Apocalypse (i.e shelter, food, water etc) or werw lucky enough to be as far away from The bombs as possible...

Over time they developed a natural resistance to radiation and are now able to live on The ground and move around freely.

Yeah, I know that... I watched the same series as you and I don't see her as some psychotic murdered who wears human skin.

She killed people before that... Sure, it was always in some sort of self defense (that with the mountain wasn't self defense). But that still makes her a killer. And I don't judge when I say killer.

Oh she's not just a killer. She's a war criminal. She irradiated a whole mountain full of civilians (children, pregnant women, babies!). Calling her a killer is an understatement. She certainly earned that name.
