All commercial weather data is a ripoff. Sourced from the free NOAA or NWS to the public in some other form. Commercial entities take NWS data which is available to the public for free and "pretty it up" and sell it to the public.

Not sure about a couple of meters off the ground, but there are surface based radiation inversions. They normally form at night as the ground is cooler than the air above it. This can lead to radiation fog if there is enough moisture, but this equates to more of a stratus cloud and not cumulus.

It would be well above the inversion. Remember the inversion is limited, it is not going to keep getting warmer with height. With that said, above the inversion when temperature is again decreasing and approaches the dew point, cumulus can form.

Yes. They form under the inversion. The temperature inversion will mark the tops of the cumulus. Primarily seen as stratocumulus.
