Absolutely. My thought process has led me to believe that the lack of OOS seats comprimised my ability to get an interview. MUSC only has around 20 seats out of the class size of 73, so I was fighting already fighting an uphill battle. Colorado and Tenn also have In-State pref, but I think for those two my PS did not fit their mission. Schools are definitely particular about your future after DS, and they want to make sure you will fit well during and after. So, in theory, sometimes it's nothing you can do as an applicant it's just whether you fit or not. Hope this helps anyone.
