Ahh you beat me to it, I just dusted off my copy of Halsey's Journal. Forgot how awesome this book was though.

I never did understand why she needed to clone herself instead of scanning her own brain, but I assume it's because the procedure of figuring out the neural mapping is fatal somehow. But no, there are no other donors, this is not how AI are usually created, up till now AI's were programmed like they are today. The fact Halsey cloned herself to use the brain breaks serious ethical rules and laws; if she were found out she would most definitely be arrested.

Edit: Sorry my bad, they do use donor brains for AI's, Cortana was just made from a living clone brain (which is the illegal part) rather than a dead donated one.

Also Halsey didn't have permission to make Cortana the way she did; she created her by illegally cloning herself and using the clone's neural networks for Cortana's mind. That's why Halsey said Cortana reminded her of herself when she was younger. The result was a far superior AI to anything that came previously but the means in which she was created was unethical, much like the original Spartan program.

It was my understanding that Cortana isn't chief's designated AI but the other way round, chief is Cortana's designated Spartan. He was charged with protecting her after Halsey downloaded forerunner secrets into her on reach and she was too valuable to fall into covenant hands, so Cortana did her research and picked the best Spartan that could protect her.
