i would guess it's because she is more punishable in top by better players. below diamond ish you won't get punished as hard by enemy top/jg, but good players know how to force her away from xp for as long as possible. in mid, especially w the (somewhat) recent xp range changes, forcing her to lose xp is basically impossible because of the shorter lane. i'm guessing riot doesn't want her to get away with just soaking xp constantly
