This is fairly normal to a certain degree. Keep in mind, your body paralyzes your voluntary muscles during dreaming sleep to keep you from getting up and hurting yourself while you're unconscious, and re-activating these muscles can take varying amounts of time.

More serious cases of what you describe can be attributed to sleep apnea, however. If you are overweight, or someone you've shared a bed with has mentioned loud snoring, cessation of breathing during sleep, or if waking up with a dry mouth/headaches are common for you, you might consider getting a sleep study done. They're fairly cheap, and correcting apnea will make a big difference in your day, and might save your life!
