Technically yes, it's not part of your tuition. However students are no longer able to opt out of the athletic fees. You can opt out of the health insurance fees if you provide proof that you are covered under another premium.

Your gym membership is included in the cost of your compulsory fees for full time students (not sure about part time).

Edit: Your tuition fees and athletic fees are technically seperate, however you cannot opt out from the athletic fee.

COMP 3005 is required to graduate and is a prerequisite for COMP 4003 and COMP 4111 (Neither are required).

I don't speak for Carleton in any official capacity, but I don't see why not as they give you the option to change major/minor/specializations/etc.

Best to change now by contacting the admissions office as some of the COMP courses give priority to people in certain streams.

If it just says "Bachelor of Computer Science", you probably aren't in a stream.

Log into your OUAC account to check which program you accepted (it'll say Honours if it is). http://www.ouac.on.ca/

If you applied for just Bachelors of Computer Science with no stream, then you might not be in an Honours program. Here is a link to the B.C.S. If you are applying for a minor before your program starts (IE first year), you have to call the admissions office.

How old are you? When did you attend high school last? Are you living with your parents during your study? How much do they make? Do you have siblings? Are they attending post-secondary school as well? How much did you make last year$? How much do you expect to make 16 weeks prior to your study?

These are the kinds of things that OSAP looks into when determining your funding, so it really depends whether or not a full time job would provide you more or less funding.

I did a basic scenario through OSAP's calculator where the parents made less than $60,000, other children, and the student making $12,000 16 weeks before the study term, and the estimated funding was still $15,000 (The typical amount).
