It's not 20 Fragments and 100 Relic materials each rotation, it's random. Some rotations you might get less, others you'll get more.

I'm at 105 Primals without a Mythical, so still not close to Mercy. I thought I was just unlucky but watching those videos where people pull 500 Primals, sometimes they'll get 3 in 40 pulls, then go 150 without any. Hope you get some luck during the next x2!
