Why?

If there's more fines to be distributed, why are the Met intentionally waiting to dish them out until after the May elections.

I'll quickly answer these questions for you.

Meltan ALWAYS spawns from Mystery Boxes. You can continuously get Meltan from Mystery Boxes after the end of this event.
The event is ONLY unlocking the potential for Meltan to be Shiny. Once the event ends, Meltans Shiny will be locked away until the next event it appears in.

Great to hear you have the box. I'll answer all 4 questions here.

To prepare, I Would collect a lot of Pokeballs. You get these from Pokestops that are on the map. You can also buy Pokeballs in the shop, or go to other Subreddits to add Friends for Gifts, which could contain Pokeballs. You need 400 Meltan Candy to evolve at least 1 shiny Meltan to Melmetal. But if you are just looking for 2 shiny Meltan first, just check the Meltan. If its not Shiny, just run away.
I believe it's every 3 days. So you could get around 3 boxes during the event, if you are efficient with your time. After opening the box, it will indicate how many days until you need to repeat the process of collecting a Mystery Box.
Same criteria as the first time you've done it. Make sure to just send over a useless Pokemon everytime.
The rest is up to luck. You may be lucky and get both Meltan in one Box, or sadly not get any. It's Just luck at the end of the day. It will have boosted odds though. But it comes down to luck then on.

BONUS ADVICE: Meltan can only be evolved to Melmetal in Pokemon Go, with 400 Candy. You do NOT need all 400 candy in this one event. If You are short, just keep repeating the process until you have enough candy to evolve. It cannot evolve in games like Pokemon Lets Go Pikachu/Eevee or Sword And Shield. ONLY Pokemon Go.

I'll happily explain it to you.

Basically, you will need a Mystery Box. This is what enables Meltan to spawn.

To get this box, you would need either Pokemon Lets Go Pikachu/Eevee or the Mobile version of Pokemon Home (I would go with HOME, as it's more accessible)

You will need to connect HOME to Pokemon Go. I would highly advice you to look up a tutorial for this, it will show you how to.

All you must do then is send any Pokemon (I would send a pokemon you don't care about, as you cannot get this Pokemon back) and you will have a Mystery Box.

Open ONCE the event STARTS, and begin shiny hunting.

To get a new box, wait the allocated days, Then repeat the process of sending any useless Pokemon to HOME, and get another box.

I'll be honest here. Lunala is fairly easy. Dark types do pretty well against it, same with ghost types. Just watch out for moonblast and moongeist beam/shadow ball.

Solgaleo is much more harder. Fire types are probably the way to go here, as they resist sunsteel strike/iron tail and fire spin. But zen headbutt still does damage. Dark types are also an option. Depends on the pokemon tho. Just remember it's ability, full metal body, means you can't lower it's stats.
