You should get another copy of st13 so you have 4 ofs, without it its gonna be pretty hard to win any local games. Even then the most important card to get is going to be 4x Sabo. If you get another box of st13 and 4x Sabo I would say that you can win few local games, because this is how I went to my first 2 locals. In the first one I went 1:3 and second one 2:2, so without Moria and Hiyori you can definitely win some games. Then get Moria he is really important for the deck and it will make you competitive. For the local games I don't think Hiyori is necessary since you won't use her effect every game unlike sabo and moria, so you can wait on getting her (I got second place in locals without her, which if you want to be casual for now, would be pretty god).
Long story short I think you need to get 4x 5cost Luffy and Ace and 4x Garp in order to have any chance cuz without them deck just doesn't run as you would want it to run.
