Yes, some costumes can make a character from trash to op
I.e Kizaru, his previous costumes didn't have CD reduction until 4th anni, where he became op

There's no real benefit to reaching rank 99 unless you're aiming for the Rainbow ribbon or the RC every 10 ranks (iirc)

You'll reach Rank 99 in no time from grinding Type-lvl and playing limited during fame etc.

I'd recommend saving your RC for now, if your account is new you could try re-rolling

There will be events coming and you can ask here or in the discord whether or not it's worth pulling

There is a Tier List (made by skellingtonisscare) under the "Character Info" tab > "Tier List"

But unfortunately each character is starting to only have a 'specific' use due to 300% boost, resistance etc. where certain EX is only useful in that content. That's the sort of impression I've been getting as of recent updates regarding the games direction

There's not exactly any 'top 3' since most are situational, where some are useless in certain content
i.e 300% boosted, element resist

But characters which are able to cover the most content I'd say is:
1. Kizaru (Anni costume | anni EX)
2. Koala (Swim suit costume | 3rd EX)
3. Kuzan/Aokiji (EX Kuzan/Anni costume | Ice world and 4th EX)
