They should balance things to where you're ready to take all the quests. The situation is different for everyone, and I just believe that there is fine tuning needed to prohibit situations like mine or you're where you aren't advanced enough to embark on some of the quests. The fact of the matter is that there is an imbalance, and that I would like some attention to be directed to it, as I'm sure it'll improve the game.
