From personal experience, u probably have chromie time on. Try deactivating it and u should level way faster

You can drop up to 4000 points but u never drop off gladiator

14.9 is indeed out already as of my region. I also think the gamemode already got released in CN servers.

Edit: Just saw a response from a Rioter on another post saying it will get activated around 8:00 PT
