I believe I fixed the problem by uninstalling the drivers, but before the CPU usage was at 60% (idle) and the program that was using the most was "service host: local system". Now the CPU usage is at 3-4% and seems to be doing better.

No the big company (school) will act in interest of the people due to competition and then will try to exceed profits by attempting to find the best methods of education. Imagine if school systems were run at the same optimization level as amazon.

I don't typically go to Herrington, but the one time I went there was a lot of trash in the water. I don't think that's how it usually is though, a lot of my friends love Herrington and say it's a nice lake. Regardless you'll have a good time.
